This is only the second incident for this "officer" that you've heard about. He has been getting away with this for way too long.

 Among other offenses that may have occurred in this case, isn’t forcing someone to be transported without their consent and handcuffing them to a stretcher considered kidnapping? I am just focusing on the events up to and including putting the person’s leg on the stretcher and pushing him there on.

 this is the SECOND event for this officer. The first event the Town of Dewey paid almost $200k to settle. I think the Town has a problem.

sounds like he is getting expensive.

Why wasn't he fired after the first "incident " ?

The police have got to do a better job of protecting civilians instead of injuring or killing them. So disappointing.

When you have to go to Academy longer to be a hairdresser than to be a cop, You know there's a problem!

What does the body cams say ? How combative was the individual that was being transported ? Nobody seems to be asking these questions

pretty sure Dewey PD doesn’t wear body cams.

No one is asking becaus it is irrelevant. You are allowed to refuse medical treatment. Witness statements corroborate the story. He tried to force him onto the stretcher and when the victim tried to move off he was assaulted and essentially kidnapped.

Witnesses at the scene attested that the victim had put his hands up in an attempt to protect his face, but that he had not put his hands around Officer Lynch’s throat as Lynch had claimed in a sworn affidavits
